Southeast Asia

The Centre for Social Innovation is supporting research policy-related activities connecting Southeast Asia and Europe since 2008. It provides analyses on innovation systems and cooperation, and results of policy-level and research funding stakeholders.

The region of Southeast Asia is a major focus of ZSI's work on research and innovation. Since 2008, we have been studying Southeast Asian countries' research and innovation systems. Science, technology, and innovation policies, programmes, and cooperation have been the core interest of our work. By employing a variety of research methods (qualitative and quantitative innovation systems analysis, bibliometrics, altmetrics, patent analyses, foresight, etc.), we have accumulated significant expertise regarding framework conditions, support instruments, major stakeholders, and cooperation patterns.

ZSI has expertise and (in the framework of the selected projects) is tasked to provide this knowledge to regional and bi-regional decision-making forums (like the ASEAN Committee on Science & Technology and its Dialogue meeting with the EU). In doing so, we have built strong networks with research ministries, funding agencies and research performers in Southeast Asia, as well as with partners in Europe. ZSI is actively connecting research communities in Southeast Asia and Europe by disseminating relevant information for policy and programme makers and scientists.

ZSI's work in and for the region is conducted in the framework of EU FP7 projects facilitating policy dialogue and cooperation. Since 2008, ZSI has been leading the analytical work in the successful SEA-EU-NET project and its successor SEA-EU-NET II (www.sea-eu.net). It has co-initiated and contributed to the work leading to the OECD Review “Innovation in Southeast Asia” (with ZSI staff participating in the OECD mission). ZSI has been partnering with the UNESCO Institute of Statistics, OECD, the UN University, and a series of national partners on science, technology, and innovation indicators. ZSI staff also provides expert advice to initiatives like the Regional EU-ASEAN Dialogue Instrument (READI) to facilitate ASEAN regional integration and policy dialogue in the area of science and technology. Since June 2013, ZSI is partnering in another EU FP7 project networking environment research relevant for Southeast Asia (SUSTAIN EU-ASEAN).
