Support to Moldova for its National Programme for Research and Innovation

ZSI Senior Researcher Manfred Spiesberger participated in an EU TAIEX expert mission to Moldova

An EU TAIEX expert mission from 10-14 September 2018 provided support to the Moldovan Ministry of Education, Culture and Research. It helped in elaborating the National Programme for Research and Innovation (NPRI) for the period 2019-2022. ZSI Senior Researcher Manfred Spiesberger and the Director of the Funding Agency for Research and Innovation of Romania (UEFISCDI), Prof. Adrian Curaj worked in a participatory process with Ministry experts, senior Moldovan researchers, the local funding agency, and other key stakeholders on the programme and a related Action Plan.

In 2018 a new law, the Code of Science, entered into the force in Moldova. It mirrors expert recommendations provided in a review of the Moldovan R&I system, performed under the EU's Horizon 2020 Policy Support Facility (PSF) in 2015-16. Subsequently to the law, the secondary  legislation for implementing the PSF’s recommendations is under development, including the NPRI. The expected impact of the NPRI is to have a unique policy document that shall include all priorities and strategic objectives of the sector, which shall allow a better policy implementation.

The visit was organised by the European Commission’s Technical Assistance and Information Exchange Instrument (TAIEX), in cooperation with the country’s Ministry of Education, Culture and Research.
