STRATEGIC FORESIGHT STUDY ON THE FUTURE OF RESEARCH AND INNOVATION IN THE SIX WESTERN BALKAN ECONOMIES

Results from the first round of the online Delphi

Of the more than 3,000 people from the so-called WB6 countries (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, Northern Macedonia, Serbia) who were contacted by us in the course of a first Delphi survey, around 700 experts gave us their opinion on the four future scenarios we developed, which are set in the year 2035. This corresponds to a response rate of well over 20%.

The attached pdf informs about the origins of the participants and the their assignement to the sectors in which they are working. The pdf still mentions the short versions of the scenarios. Furthermore, exemplary results from the survey are presented and discussed on the basis of selected statements about the future of WB6.

The Survey was conducted in the framework of a Strategic Foresight study by the International Service Facility (ISF) on behalf of the European Commission. The study follows a regional focus on the Western Balkans (Albania, Bosnia and Herzegovina, Kosovo*, Montenegro, North Macedonia, Serbia). The study aims to design regional scenarios for 2035 that will be co-created together with stakeholders from the private sector, civil society, academia and government. The scenarios will support policymakers in creating an enabling environment for Research & Innovation policies to thrive and decide on priorities for strategic investment.

*This designation is without prejudice to positions on status, and is in line with UNSCR 1244/1999 and the ICJ Opinion on the Kosovo declaration of independence.
