Bringing Public Administration Closer to the Citizens (ISBACC-Conference)

The Information Society Forum’s conference supported integration and increasing identification of citizens with administration on national and European levels by identifying new and effective ways of ICT (information and communication technologies) implementation in public administration. The conference presented best practice cases from a variety of EU Member States and administrations on different levels, suggest improvements concerning the use of ICT on behalf of the citizens in critical areas. The conference facilitated better networking between well informed high level civil servants in the member states of the EU. The conference discussed and adopted the "Vienna Declaration to bring administration closer to the citizens", prepared and proposed on the basis of professional expertise and scientific research conducted prior to the conference. The declaration provides a tool for the practical fulfillment of conclusions the European Council may draw from political discussions regarding the aim of bringing European adminsitration closer to the citizens.
A background paper was prepared (co-authored with Georg Aichholzer and Rupert Schmutzer/OeAW), which had impact on the final drafting and publication of the European Commission‘s Green Paper on "Public Sector Information - A Key Resource for Europe".
