COP

Partnerships are recognised as valuable and essential policy instrument and practice with which policy outcomes of Operational Programmes, policies and actions can be enhanced. Thus, eight EU Member States joined forces and established the learning network "Community of Practice on Partnership in the ESF" (in short COP). The COP was lead by the Austrian Federal Ministry of Economics and Labour with ZSI acting as assisting body in the overall project management, thus bringing in expertise on partnerships not only from Austria (Austrian Territorial Employment Pacts) but also from OECD LEED countries (OECD LEED Forum on Partnerships and Local Governance).

The COP mission was to stimulate more creative partnership thinking and implementation in the structural funds, especially in the ESF. The COP aimed for learning from experiences and sharing knowledge on partnerships, improving policy planning and delivery (further developing of partnership approaches of EU-Member States) as well as contributing to employment policy and delivering reforms. The COP vision was defined as contributing to sustainable change by jointly reflecting partnership practices, exploring effects and discussing opportunities in the Member States in order to enhance policy outcomes.

The COPs activities focused on the policy areas identified for ESF interventions, thereby examining partnership practices of Member States on all levels, effects on policies as well as impacts for ESF target groups and opportunities for improving policy planning and delivery. COPs areas of concern were governance, sustainability, transnationality and innovation.
