Policy Brief: Co-publishing patterns of EU-India

Co-publications can be regarded as indicators for measures for cooperation and are used as many proxies for the assesment of the current state of bi-regional collaboration in science.
Indian international co-publications have shown steady increase. Compared to other BRICS countries, India has a low level of co-authorship in scientific journals but a significant international but a significant co-patenting output. From 2002 to 2013, only 17 percent of Indian publications were international co-publications. Most of the publications were with researchers in the USA, Germany and the UK.
Specific thematic areas have been defined as important for EU-India cooperation: ‘energy’ (solar energy, bioenergy, smart grids) ‘health’ (affordable health, with special regards to diabetes), and ‘water (drinking water, water purification and urban water management). In volume terms, co-publishing in all these fields is growing faster than Indian international collaboration in total; especially bioenergy, diabetes, drinking water and waste water show dynamic growth and are already established collaborating fields. Collaborating in urban water management and smart grids was small scale and they do not seem to be emerging topics either. Overall from the European Research Area (ERA) countries, in the field of water and energy, the United Kingdom, Germany and France collaborated most actively with India. On health, internationally, the USA and the United Kingdom were the most important partnering countries for India. Importantly, ERA-countries had been able to link up with most of the internationally active Indian organisations in all fields.
