Danube-INCO.NET exchanging experiences with Danube Reference Data and Services Infrastructure (DRDSI)

Danube-INCO.NET (represented through the coordinator ZSI, Ms. Elke Dall) was invited to exchange experiences and to plan cross-promotion with the DRDSI inititive of the Joint Research Center (JRC) at the meeting in Chisinau, Moldova on April 16.

Currently statistical offices and agencies dealing with spacial data work well together, but the establishment of regional spacial data infrastructures is still a very complex task, in particular in cooperation with non-EU Member States.

In relation to the skill sets needed, the community is faced with the need of educated producers as well as users of the data (as well as policy makers and decision makers). Modelling, new methods of cartography and visualisation must be appropriately used. Bringing the information about how the data can be used for policy making, is a particular challenge. Investment in research and development continues to be very important in the area.

Data production is currently no longer just an issue of the governmental agencies, open street map and croudsourced volunteer geographic information is an important trend. Quality assurance and topics of data policy are important when discussing about the combination of governmental and non-governmental sources. The organisations face pressures to change, e.g. moving from competition to collaboration and coopetition, bridging the gap between different sources and data providers, moving from data providers (e.g. "map producing") to data managers, coordinators and facilitators.

Mr. T. Petek from Slovenia concluded his presentation with the emphasis of the importance of the data infrastructures quoting also other colleagues: "End-users should be able to consume government-assured spacial data with the level of trust in quality as they do when they get water from the tap -they are going to get what they expect."

In this environment, the JRC supports the macro-regional approach with its DRDSI initiative. The EU Strategy for the Danube Region plays a role in the sustainable and economic development of the 14 countries and regions and guides several initiatives (e.g. related to transport, energy or peoples and skills).
