Conference: Evaluation of Public Policy Responses to 'black swans'
Section: Institut
Date: 28. April 2022
CONFERENCE THEME
‘Black swans’ are events that are (1) unpredictable to the observer, (2) impose a major effect, and (3) after their occurrence, they are rationalized by people in retrospect, as if they could have been expected.
As the first public event of the COST Action ’PROFEEDBACK’, the main objective of the conference is to facilitate knowledge-sharing and the identification of new practices, in order to provide input to the policy evaluation community over the following topics:
- The applicability of the black swan theory to evaluation
- Comparing evaluation methods and mapping examples of evaluations supporting policy repsonses to black swans
- Evaluating the long-term impacts of black swans on policy-making
- Comparative assessment of the economic impact of the COVID-19 pandemic across EU regions
