OSTA Evaluation
Evaluation of the Austrian Offices of Science and Technology in Washington and Beijing
The evaluation focuses on the organisation, processes, activities and effects of the Austrian Offices of Science and Technology in Washington and Beijing.
Against the background of the evaluation objectives set out in the Terms of Reference, the evaluation scrutinised the activities of the two OSTA in Washington and Beijing (providing information, facilitating partnerships, establishing and maintaining networks, mentoring delegation trips, organisation of ARIT, coordination with other actors in the partner countries and in Austria, etc.), evaluated the impact and sustainability (also in international comparison with other European countries), reviewed the effectiveness and efficiency of the reporting and monitoring system as well as the governance in Austria and within the host countries (work program, self-evaluation, reporting, information processing, office organisation, steering committee and responsible ministries, resource use and management); and finally formulated recommendations for further work.
The evaluation employed a multi-method approach, which included document analysis, face-to-face and telephone interviews, a survey, and focus groups. After all, a visit to each site was carried out to evaluate the activities and structures of the offices more precisely.
