Telework in Public Administration

The study was carried out as a pan-European assessment of the deployment of telework among Europe`s bureaucracies.

On the one hand, a traditional understanding of hierarchies, centralized information flows and internal monitoring based on visibility and physical presence of staff are prominently represented by this particular type of organisations.

On the other hand, and apart from the general modest state of deployment some large scale and elaborated telework schemes could be identified in several EU-member states and on European institutional level. Macro-economic trends, technological persuasion, societal trends towards individualisation, a change of control paradigms in work organisation and overall positive experiences of the practitioners indicate a further expansion of tele-bureaucratic work.

The report provides an overview of the situation in EU-member states and uses selected examples to highlight: -
* Barriers and advantages for bureaucratic telework
* Changes of tasks, management and monitoring
* Transformation of job profiles (autonomy and "secretarization process")
* Aspects of technology and confidentiality
* Employment configurations and agreements

The study covers practical experiences in Austria, Denmark, Finland, France, Germany, Greece, Ireland, Italy, The Netherlands, Sweden, the United Kingdom and on European institutional level.
