Early in 1998 all Member States of the European Union drafted National Activity Programmes for Employment, to address that most crucial issue for the internal politics of the Union. There must be a solution to the problems of unemployment. A unified Europe must be open not only for commodities, money and for the rich. It must also to be open for the labour force of the future that will be working in a wider Europe, using new technologies, and will be organised much more in networked companies and virtual teams than in traditional operations and locations.
